Lower-than-expected demand in recent years, advanced plans to increase domestic generation capacity, uncertainties related to eventual elimination of electricity subsidies, and prospects for cheap domestic gas (both as fuel for electricity production and as a substitute for electricity) appear to make Georgian exports to the Azeri market relatively risky, at least in the medium term.
